I read the FAQ on the official Guild Wars website and it said this

But in all of that it does not say anything about where you go to enter a contest and what the requirements for the emblems are, does any one here know how I can submit some designs as I fell the choice of emblems is still kind of limited.

They'd probably announce it the next time they had an emblem contest.
